Team Xbox
Yes, Flock comes with an intricate and powerful level editor for easily building new challenges and sharing them with others, which makes for easily building of the 50-level library that comes with the game.

"Worms" and "Lemmings" are perhaps its closest matches, but Flock! has a fresh feel all of its own and comes with a brilliant level editor, too. [May 2009, p.85]
Gameplanet
Another excellent addition to the host of downloadable games available today. A great puzzle title that is innovative and different, as well as cute and entertaining. A host of levels, and an in-depth level editor mean you will have hours and hours of puzzle fun herding barnyard animals.

Flock! has a few quirks that some players may not fully appreciate, but this is the type of high-caliber title we'd like to see more of on XBLA.

While Flock isn't the incandescent flare of pure awesome we'd hoped it might be, it's still a terrifically enjoyable, lusciously good-looking, and admirably original Arcade game. [May 2009, p.79]
AceGamez
I have very rarely enjoyed an arcade game as much as I enjoyed FLOCK! - it's cute, enjoyable, original, funny, quirky and a little bizarre.

Overall, Flock will draw players in with its cutesy and whimsical world. It’s definitely not for everyone, but if you liked the idea of building your own levels in LittleBigPlanet and the adorable world of The Maw, you’ll enjoy the marriage of the two here. But at $14.99, it might seem a little pricey for a downloadable title.

Flock has an amazing sense of style, humor and quirky appeal, but it's definitely not for everybody. If you're the type of person that likes to herd computer-controlled animals, then you're in luck. Everybody else should probably try out the demo first!

This game is good. It had a lot of potential and succeeded on a few fronts.

Perhaps Flock´s cost is too expensive for it’s real value, but those who are looking for new puzzles will enjoy this new game. A better multiplayer mode and a greater variety of challenges would have provided an unforgettable game.

Personally I’m afraid that Flock’s gameplay quirks will harm the experience for many gamers. I didn’t find them game-wrecking by any stretch of the imagination, but there will be some people who will throw their hands up in despair.

Flock has a lot going for it. It’s a unique action-puzzle title in a genre filled with too many uninspired Bejeweled clones.

At $15, it is hard to wholeheartedly recommend a game that, while pleasantly quirky, alienates you, but there is no denying that underneath the bumpy mechanics is a game that aims to please.

As an XBLA title, it is solid, but its lack of depth and variety prevents it from becoming a heavy hitter. The game needs more, just not more of the same old stuff.

Flock is an Xbox LIVE Arcade title you’ll either totally love, or udderly despise. If you enjoy the demo, the full game is worth a purchase, even at 1200 Microsoft Points.

Corralling livestock is a fun new way to solve puzzles, but some agitating quirks will push the impatient away.

The single-player and co-op campaigns each have their own levels, the game has personality, and user-generated content will keep you playing as long as you want. But I don't want to wrestle with a game -- I want to control it.

There’s potential here for something fantastic, it just wasn’t taken there, and that’s a flockin’ shame.

Flock! is a game with an endearing presentation but it's sadly followed by incredibly weak execution in the core gameplay, especially in the offering of campaign levels.

Flock! is a fun puzzling game, offering surprising depth and variation for all you good shepherds. The somewhat fiddly controls stop it from being great, however. Now flock off.

Flock! packs a mean graphical punch, as the animals are adorable even when running for their lives. The sounds are cute for the game, even in the idea of abduction. But even with loads of replay value, something seems off, whether it's your general control over the game or ability to master it and feel like you conquered and defeated it. That's just not there. But maybe for you, it is -- only one way to find out.

Flock! is an enjoyable game when it all works, but it's far too easy to encounter one of its many soul destroying problems that'll make you wish you were playing something else. It's certainly something quite unique on the current crop of systems, but that doesn't stop if from being a disappointment.

Shorn of its accoutrements and sumptuous presentation, Flock's basic appeal remains a little woolly. [June 2009, p.96]
X360 Magazine UK
A little too simplistic. [Issue#46, p.100]
Game Revolution
Flock! is an interesting, inventive, and mostly enjoyable puzzler, with its own style and challenge.

I can't see the value here, outside of the level editor. If you're content to buzz through the single player without posting up the best times/result, you'll finish it in about four hours, and the co-op mode being offline only feels pretty limited in scope.

Most damningly, there's just no charm to the game. You go into it expecting whimsy, laughs and character (as you did in the otherwise dire Sheep, actually), but you leave having raised a half-smile at the way pits spew out lamb-chops, and a feeling of nausea whenever you hear jaunty music.

Flock can be an interesting case for game design students. A game that, at first glance, looks like a potential classic, but turns out to be a little bit of a dud. What's the cause and can it be fixed with some minor adjustments? The difference between a success and a failure was never this small.

Good humour, good looks and great audio, wrapped around an average game. [June 2009, p.95]

Ross gave it an8:
Flock is Fun - easy to get into with simple opening levels, which soon get more and more imaginative and challenging...beautiful to look at, catchy soundtrack that even my wife liked, and i found it very addictive, especially with every level u complete unlocking new props for the level editor, which is pretty easy to use, and great fun building your own little worlds.
