Summary
Set two and a half years after Naruto left the Hidden Leaf Village to undergo a strict training regiment with his mentor Jiraiya, Ultimate Ninja 4: NARUTO Shippuden lets players experience this new storyline for the first time. Returning to help recover his rival Sasuke from the evil Orochimaru, Naruto is reunited with all his old friends, only to find that a mysterious organization known as Akatsuki now poses an even more ominous threat to the Village. Ultimate Ninja 4: NARUTO Shippuden features several unique game modes that offer different experiences as players immerse themselves in the world of ninja. The new Master Mode combines role-playing and action-platforming elements, telling the story of how Naruto came to return to the Hidden Leaf Village after his training with Jiraiya; an original narrative arc that fans won’t find anywhere else. Players can collect items in this mode to unlock characters in Free Battle Mode, featuring the series’ trademark one-on-one ninja battles for one or two players. Packed with new NARUTO Shippuden characters such as Deidara, Sasori and Chiyo as well as updated versions of fan favorites such as Gaara, Kakashi and Sakura, the game features 52 total playable characters to take into battle. Worth Playing
Fans of the PS2 series and Naruto can feel safe in picking up Ultimate Ninja 4, since the base game is still a good overall experience.

Really, we don’t mind an original story to go with the main story mode but the battles aren’t as enjoyable as the other modes in this game. Naruto fans should definitely check this one out either way.

Unfortunate timing is what really works against Ultimate Ninja 4, in North America. Having Ultimate Ninja Storm for the PS3 drop first renders this title almost irrelevant. If you’re a fan of the Shippuden series, and you own a PS2, then yes, this game is worth checking out. It’s got enough Naruto-flavoured goodness to keep you busy for quite a long time. However, if you own a PS3 and you’ve played Storm, keep your ideals in check.

Ultimate Ninja 4 can convince the fans thanks to its Free Battle and Master mode, two sections of the game where the players will certainly spend most of their time.

Naruto Ultimate Ninja 4 is probably the best Naruto game on Ps2. Best graphics, more characters and a great amount of content. But the gameplay is not so fresh, it's all focused on "Ultimate Moves", and in the end, became a little dull. A good purchase for younger gamers but the adults maybe want something new.

But even so, thanks to its modern coat of Shippuden paint and graphics on the higher end of the late-gen PS2 scale--and of course, its solid, if now somewhat formulaic, fighting mechanics--Ultimate Ninja 4 keeps the series' pace going strong. [Apr 2009, p.81]
IGN
If you're completely obsessed with the Shippuden series or you don't have a PS3, Ultimate Ninja 4 is still a fair Naruto game and has enough unlockables to keep you busy for a long time. But the battle system just doesn't feel right after you've played Ultimate Ninja Storm (which is also a much better game for players not overly familiar with Naruto). But if you're not even a fan of the Naruto universe, I'd skip Ultimate Ninja 4 altogether.

We won't find anything new on this latest Naruto Shippuden, besides some old styled modes that aren't offering anything surprising. We still have plenty of characters, and interesting crew of fighters that every fan will appreciate, and obviously the possibility to discover the Shippuden storyline of the animated series.

It's not a bad game, so anyone, if h knows what to expect, with enjoy this CyberConnect 2 game.

Naruto Shippuden 4 is a difficult game to evaluate: the risk is that this game will disappoint both the fans for the many changes to the original formula, and the newcomers, who won't be helped in knowing the Naruto universe. Our advice is to buy it only if you are Naruto's true fans.

Rammed with characters and unlockable tat, fans could spend ages playing Ultimate Ninja 4. But with a weak adventure mode, alienating anyone who could care less about the narrative, there are far better alternatives out there.

With poor visuals and a lackluster story mode, this title certainly didn't live up to its potential and is a step back for the Ultimate Ninja Series on the PS2.

Mediocre Naruto games are by no means uncommon, and this one brings a sizable price tag for a PS2 title that lacks online support.

The bottom line is if you're a Naruto fan the only reason to check this title out is for the Shippuden license. Otherwise you can simply play the more current titles and just let this one pass. Even if you're interested the best you could hope for with this game is a rental.

A monotonous game. [July 2009, p.83]
Games Radar (in-house)
Anyone unfamiliar with the exploits of Team 7 and Co. would be better off going with an earlier game in the series - one with fewer threads to pick up and maybe a stronger focus on the fighting. Or, just save your money so you can upgrade to a next-gen system – it’s time.

With bigger, better, prettier, more developed alternatives out there -- even on the PS2 -- Ultimate Ninja 4 just ends up feeling like a cobbled-together mess of old and (unfortunately) mis-fired new.

While it accurately captures the essence of the anime, Ultimate Ninja 4’s gameplay is merely lackluster and it is already eclipsed by several of its predecessors.

What's odd to me, though, is that this is touted as a fighting game when the “main” game seems to be the adventure... because the control scheme is too basic for a standard fighting title.

Matthew W gave it an8:
Well I think this game deserves an 8 because it really does deliver for $40, The fighting is absolutly superb, the 2-d fighting in this series has gotten progrssivly better and this title takes it up a notch, I do wish they had all the characters from shippuden, and some are missing that really should have been in like shippuden kiba, but people need to understand that this game came out in japan not too long after the series first started, so many of the characters we know from the series thus far were not even known about when this game came out in Japan, but yes, some SHOULD have been in the game as they had already made appearances in the series up to the point where this game ends (it finishes up right when they are about to fight sasori and deidra). But I did enjoy the master mode story and the hero mode was fun as well. The fighting is definatly the main attraction though, one of the better naruto game series. The only better naruto game is ultimate ninja storm, which technically is in the same series but has gone to 3d, and is miles above any other naruto game to date. But if you still don't got a ps3 yet, this is the game to own.
Chris T gave it a6:
The reason I gave this game a six is because it is missing a LOT of basic Shippuden characters. There is no Shippuden version for Kiba, Shino, Hinata, and various other characters. There's not even a Shippuden Sasuke to counter Shippuden Naruto. With the lack of basic Shippuden characters, and the proposed amount that will be in Ultimate Ninja 5, this game can only get a six in my book. From everything I have read, UN5 will not even have all the Akatsuki members in it. So, in short, 6 out of 10 for lack of basic Shippuden Characters.
